    Ian Steele is the Solar Division Manager at World Wind & Solar. At WWS, Ian manages a division of 115 field technicians working across the United States on both utility scale wind and solar farms. The Tehachapi native has worked with TVRPD since high school running programs like Adventure Camp, Summer Basketball camps and Movies in the Park. He has volunteered as a Youth Basketball Coach for the last six years. In his spare time he enjoys hunting, fishing and spending time with family.

    Kaleb Judy, Vice-ChairpersonKaleb Judy, Vice-Chairperson

    Kaleb is a partner in the law firm Belden Blaine Raytis, LLP. He obtained his bachelor’s degree from CSU Bakersfield and his law degree from Pepperdine. He grew up in Tehachapi and returned in 2013 with his wife and children. He also serves on the board of the Greater Tehachapi Economic Development Council and the Tehachapi Parks Foundation.

    Wes Backes is a Firefighter for the Kern County Fire Department. He was raised in Tehachapi where he went to school. Growing up he played sports through the District, at Tehachapi High School and beyond at the college level. As a parent, Wes has also been a volunteer coach for TVRPD, coaching his children. Wes is married with two daughters and is working toward his degree in Fire Technology.

    Dwight Dreyer, DirectorDwight Dreyer, Director

    Dwight F. Dreyer is a classical representational artist. His subject matter varies from Western, Wildlife, Figurative and Fantasy. He is Founder of Dreyer Fine Arts located in Keene, California a 5,500 square foot teaching studio on eleven acres. His students are taught classical sculpting methods in various subject matter of their interest. His sculptures have been displayed in many juried museum shows including the Pasadena Museum of California Art, Autry National Center, USC Fisher Museum of Art, Cathedral of Our Lady of the Angels, Phippen Museum, and the Cattleman’s Western Show. Dwight’s sculptures are in many private and corporate collections.

    Dwight F. Dreyer is a Sculptor Member of the National Sculpture Society and an Artist Member of the California Art Club.

  • Legal Authority

    The Tehachapi Valley Recreation & Park District was established by Board of Supervisors Resolution of February 3, 1959 and City of Tehachapi Resolution No. 4-59 of February 16, 1959, pursuant to Section 5781.4, Public Resources Code; name changed by Minute Order of December 11, 1984.

    Membership Qualifications: Five members; two appointed by the mayor of the City of Tehachapi and three appointed by the Kern County Board of Supervisors.
    Term: Four-year staggered term.
    Duties: To acquire, construct, and operate recreational facilities, to employ persons to maintain and operate facilities, and to enter into and perform all necessary contracts.
    Meeting Place and Time: District Office at 490 West "D" Street, Tehachapi on the third Tuesday of each month
    Agenda: Agenda for the next meeting will be posted on this website on the Thursday or Friday prior to the meeting, but at the very latest at least 72 hours before the meeting.
    Compensation: None.
