Under the direction of the District Manager, the Business Manager is responsible for the organization, coordination, and oversight of District business operations, including financial management, CalPERS and payroll administration, human resources, and Brite Lake operations. This position supervises Brite Lake staff and daily operations, serves as the first point of contact for employee relations matters, maintains the District Policy Manual, and serves as Clerk of the Board. The Business Manager works to facilitate organizational effectiveness and efficiency across the District.
- Manage all aspects of the office to create an organized and efficient working environment for all employees.
- Oversee the process of inquiry requests, registrations, and deposits.
- Oversee all current processes in place and adjust as needed to best suit the needs of the whole office.
- Receive and screen phone calls and visitors, provide information, take messages, and refer people to other sources of information.
- Assist disgruntled customers.
- Operate office machines including tape recorders, adding machine, fax machine, copy machine, and other office equipment.
- Provide comprehensive secretarial and clerical support to management including the design, implementation, and accuracy of filing systems; establish procedures and monitor record keeping; ensure confidentiality and security of data; etc.
- Prepares a variety of materials such as agendas, forms, reports, letters, memorandums, and other documents.
- Monitor and maintain printed materials in stock, office supplies, etc.
- Handle and process all cancellations, refunds, and credits
- Supervise Brite Lake Specialists and volunteer camp hosts, including scheduling, training, and performance oversight.
- Oversee daily operations at Brite Lake, including site readiness, customer service, and issue resolution.
- Manage the Brite Lake payment and sales function, including fee collection, point-of-sale operations, and reconciliation of daily receipts; ensure PCI compliance for all payment processing.
- Serve as the primary point of contact for Brite Lake customer inquiries and complaints, ensuring timely and professional resolution.
- Prepares agenda, take minutes, and prepare minutes for posterity/distribution at all board meetings
- Serves at District Clerk of the Board.
- Attends all TVRPD board meetings and transcribes and records minutes of the proceedings.
- Human resource administrative oversight (responsible for execution of background checks, complete employee files, communication, employee benefit compliance, etc.)
- Serve as the first point of contact for employee complaints, grievances, and workplace concerns, ensuring issues are documented, addressed, and escalated appropriately
- Investigate or coordinate investigation of personnel issues in consultation with the District Manager and legal counsel as needed.
- Maintain confidentiality and appropriate documentation of all employee relations matters.
- Administer employee benefit programs, including open enrollment, COBRA administration, and benefit plan changes.
- Coordinate recruitment and onboarding, including job postings, interview coordination, new-hire paperwork, and I-9/E-Verify compliance.
- Administer unemployment and workers’ compensation claims in coordination with the District’s insurance carrier.
- Oversee all payroll operations.
- Administer all CalPERS reporting and payment processes, including monthly contribution submissions, payroll reporting, and reconciliation of employer and employee contributions.
- Serve as the District’s primary contact with CalPERS for enrollment, retirement processing, and compliance matters.
- Maintain accurate CalPERS records and ensure timely resolution of discrepancies or compliance notices.
- Administer all accounts payable and receivable.
- Prepare and present monthly financial reports to the Board of Directors.
- Maintains purchasing card statements.
- Maintains confidential personal records and communication.
- Negotiates the purchase of office supplies and furniture, office equipment, etc., for the entire office staff in accordance with District purchasing policies and budgetary restrictions.
- Coordinates District’s yearly audit.
- Serve as the District’s liaison with CAPRI (California Association for Park & Recreation Indemnity), including claims reporting, certificates of insurance, and risk mitigation.
- Reviews, interprets and analyzes new and proposed legislation.
- Oversee compliance with FLSA and other wage-and-hour requirements, including proper employee classification and recordkeeping.
- Determines effects of legislation on operations and programs the District serves.
- Takes appropriate action to ensure compliance with existing rules and regulations.
- Maintain and update the District Policy Manual, ensuring policies remain current, legally compliant, and consistently applied; coordinate periodic policy review with the District Manager and Board.
- Provides technical assistant to District Manager regarding organization policy/procedures.
- Assists other departments in review and preparation of departmental budget.
- Assists the District Manager in preparation of the annual District budget.
- Maintain a safe and secure working environment; maintains the required safety training designated for this position.

- Knowledge of California and federal employment law, including FLSA, wage-and-hour requirements, and employee grievance and investigation procedures.
- Experience with cash handling, point-of-sale systems, and revenue reconciliation across multiple facilities or programs.
- Knowledge of risk management principles and experience working with insurance providers or joint powers authorities.
- Experience developing, maintaining, and administering personnel policy manuals.

Education, Training, & Experience
- Associate’s or Bachelor’s degree in business administration, public administration, human resources, or a related field; or an equivalent combination of education and experience.
- General knowledge of accounting, data, and administrative management practices and procedures.
- Knowledge of Microsoft Office products; QuickBooks Online
- Experience with clerical practices and procedures.
- Experience with human resources management practices and procedures.
- Advanced Computer skills
- Prior supervisory experience overseeing seasonal, part-time, or multi-site staff.
- Experience administering employee benefit programs, including health insurance, retirement, and leave programs.
- Experience with CalPERS reporting and/or public agency payroll systems.
- Experience with special district, municipal, or other public agency operations and administration.
- HR certification (such as PHR or SHRM-CP) or equivalent coursework in human resources administration preferred
